He uses many examples to show you how to experiment with chords in order to recolor a melody, and hopefully to attain the most emotional impact possible in a song. Some songwriters approach chord substitution with a lot of music theory knowledge and experience with the process, while others rely on just trying things until it sounds right. All approaches are great! But the point is, you've got to listen and experiment until you feel certain that the chord you are choosing is really the best you could be using.
